HS/HB 976 - PRINCIPAL AND TEACHER TENURE IN ST. LOUIS CITY - The act removes principal tenure for St. Louis City schools and lengthens the term during which teacher tenure is earned from 3 to 5. Principals who had attained permanent employee status before becoming a principal are permitted to resume teaching and time served as a principal shall be treated as teaching service for the purposes of seniority and pay.

"BILL OF RIGHTS" FOR ST. LOUIS CITY STUDENTS - Upon the completion of the St. Louis desegregation lawsuit (Liddell v. Board of Education of the City of St. Louis) and approval of voters in the city voting thereon, the act establishes a "bill of rights" for St. Louis City public school students. The "bill of rights" provides that the K-8 system of grade schools shall be reestablished and directs that schools for the gifted be established and evenly distributed across the district. Every child has the right to attend the neighborhood school and the right to transfer to any other school in the district, but the district will not be responsible for providing transportation for such transfers. The district may transport children to relieve overcrowding but shall not displace any child who has chosen the closest school to home. The district shall equalize per-pupil expenditures with variation allowable to accommodate special remedial and gifted needs.
